Losing an entire national market is always painful. Russia is a large country known for its IT-school and applied science for example. Being deprived of such a pool will be a setback, both qualitatively and quantitatively. LinkedIn will rub through it however.

Yes, now it may become more difficult to get a market snapshot for foreign recruiters. Indeed, LinkedIn was a window to the world for qualified employees, such as top-managers, IT-experts, and applied scientists. Seeing them will be a more baffling issue. At the same time, whether such steps can stop the ongoing brain drain is a different matter.
